CPU Feq bouncing

I have a HP Pavilion Gaming Laptop 15-cx0xxx i was messing around with thermal paste and cleaning the fans because i though it was shutting down due to thermal issues but it turns out that it was another issue that is still unknown.

 

But the cpu is running really strange it bounces up and down rlly fast but when i put it under load by running games it runs at like 1000mhz it's boost is 4000mhz and its base speed is 2400mhz 2020-07-15 16-42-14.mkv

Power saver mode is not turned on

Yes i have i use Intel xtu and i had justed blown out the fans and cleaned and the cpu runs at around 100F-115F

Could this be a reason becuase i opened the up and removed the heatsink and fans to clean them.
