intel 9th gen is basically dead no use going that route since you are locking yourself in that platform. at this point, i would wait for zen 3.

That's not a very good pick these days. I would recommend to buy the Ryzen 5 3600 (with the stock cooler), a MSI B450 Tomahawk MAX, and 16gb of 8x2 3000mhz+ RAM. That entire bundle will cost you about $350. After that, you can hold onto your $450 until holiday season 2020 - 2021 when there will be some new graphics cards coming out. You can sell your 1070 on eBay or whatever you guys use over there, and then use that money + the $450 to get a really nice graphics card from the next generation. That will set you up quite nicely. Last thing: Your PSU seems pretty sketcy to me, I've never heard of that brand and it may blow up soon. I would recommend to get a high quality 650 watt unit from a brand name company, like Corsair or CoolerMaster. You don't need 1000 watts, 650 is just fine.

thanks for the suggestions , I really want the upgrade to be somewhat futureproof.. and for 1080p game llivestream is 3600 capable enough?

superflower is well known in indonesia for its quality, since kind of hard getting hands on good psu here..

it comes to mind since intel 10 series gave almost no major improvement at all since series 9

on pc partpickers it's said the mounting on noctua d15 might need an adapter for amd socket

9th gen still has terrible value, and you will not have a good upgrade path or any even.

the new ones should come with the am4 bracket, you can also opt for the u12s if you are looking to save money.

also that PSU seems sketch

I have plan to change my psu too, since my house grounding electricity is bad.. you can get static / electrocuted just from the usb port... do you think there is psu  /  stabilizer that can minimize / fix the problem?

also for streaming , do I need more cpu  or gpu power?

i dont know much about this, but a stabilizer might help.

i'd rather have a balanced system, but pretty sure you can set either the CPU or GPU to do the encoding.
