windows10 [PC] Doesn't shutdown

Well, my pc doesn't shutdown i don't know why, when i try to restart on windows  everything just shutsdown (leds, ands fans are off) and the pc start again but if i put windows on shutdown windows my fans and the rgb still on... I checked,the ram, the connectors, everthing and nothing works that´s why i'm here.
 

I use windows 10 and this is my build:

 

• ROG STRIX Z370-F GAMING
• HYPERX DDR4 8GB
• I3-8100
• KINGSTON SSD 120GB
• SEAGATE 500GB HDD
• PSW  EVGA 0600-K1 80 PLUS Bronze, 24-pin ATX, 120mm, 600W
• HYPERX EVO 212

Have you checked the Sleep State in the BIOS (S1, S3)? An S1 setting will not allow the PC to fully shut down.

Should be in the Power Management section of your BIOS.
