CPU clock speed very low

I had been using a Ryzen 5 3600 for the past 4 months and it had been perfectly fine. However recently the clock speed for some of the cores are capped at 533MHz or 1600MHz. Causing my gaming FPS to be extremely low(30FPS). But after I restart my PC it goes back to normal with all cores at 3600 MHz. I am also sure my CPU is not thermal throttling as I had checked the temperatures. Does anyone have any idea why this is happening? Had this on my 3700X. Disable any fast-boot features in windows and BIOS and it'll be fixed.

If someone did not use reason to reach their conclusion in the first place, you cannot use reason to convince them otherwise.

Check if you are using a DisplayPort cable.  The 20th pin issue can cause problems like this.  My issue however was the CPU was overheating cos the DP cable bug made my motherboard see my CPU as -55c, and won't work my AIO pump as a result.  Unplugging and plugging my DP cable solved the issue.

firstly, use hwinfo instead of hwmonitor.

check that you're not on a power saving mode.

reset bios to defaults.

update chipset drivers

update bios
