So I just received my new RTX 2080 SUPER FE a couple hours ago, and when I try and play a game the CPU and GPU go instantly to 100% or close to it. The max temp I noticed on the GPU was 82C which im sure would have continued to rise if I didn't leave the game.

Specs : 

CPU :: i7-9700k @4.6ghz

PSU :: Corsair RM850X

GPU :: RTX 2080 SUPER FE

RAM :: 32GB Vengeance 3000mhz

 

Most of not all if the games I have played were on high or med/high, cpu temps were fine, and the boost clock of my GPU was at 1950mhz, above what it should be?

I think it might be a motherboard problem, however id rather not buy a new one if possible.

Any suggestions would be welcomed.

I have tried to switch pcie slots.

I have re seated the card multiple times in each slot.

I have changed power settings in nvidia control panel and in battery settings in windows.

I have also tried less GPU intensive games like CSGO which, ran at 80% gpu and 75% cpu.

Ubisoft is notorious for eating all your resources up in search of getting more frames. My computer does this on Rainbow Six: Siege all the time (8700k + GTX 1080). 

What frames are you getting in Division 2?

Yeah. That seems pretty normal to me. Try turning graphics settings up. You should see GPU usage stay near 100 while CPU usage drops.
