Hi I was wonding if I could get some help trying to fix my system? By no means am I a pleb when it comes to hardware. And with limited money to throw around im am stumped as far what it could be. I have a Ryzen 5 3600 on b450 motherboard with 16gb of 3200mhz ram. I also have a msi vega 56 with 1 ssd m.2 and 2 standard sata hdd. All of this is ran off a 650 wate psu.

The problem startes when I was watching a movie and all of the sudden it was like some pulled the power cord on my system. System shut off completely. When I tried to turn the system back on nothing expect for the rgb ram it turned on and pulsed. No fans no led on the motherboard. Nothing. I replaced the motherboard with a known working x370 updated bios. Still nothing. Tried changing the psu. Still nothing. I am at a loss.

Did anything smell like it was burning?

I'd test the old PSU outside the system with a jumper wire.

You can try unplugging most items from the motherboard except the CPU and 1 stick of RAM. See if it powers on.

You can try unplugging the CPU 8-pin and see if it powers on.

These can help say if it's a drive problem, a GPU problem, a RAM problem, or a CPU problem. It sounds like something has shorted so over current protection is tripping.
