Hello,

 

I am looking for a solution to my overclocking issue with a 9700k. I just updated to the windows 10 v2004 and it seems that it is taking control over my core speed and keeping it at 4.7ghz. I've gone back into bios and checked to see if the clock is still set, it is. I've also found an artical thats 2 years old in which it explains the troubleshooting steps in order to solve this issue https://www.reddit.com/r/overclocking/comments/9g8lqi/windows_10_interfering_with_overclock/. So this has happened in another windows 10 update before. I followed the steps in the troubleshooting artical to the T and yet my core speed still wont go over 4.7ghz.

 

I am absolutely stuck, I have no idea how to get my overclock to apply again. Any help will be appreciated.

Too add to my troubleshooting steps, I just went through and updated my BIOS on the MSI Carbon Pro z390 board. Re-set my overlcock, and 😢 go into windows and its still stuck at x47 multiplier. I changed the file back to .dll from .BAK, reset the computer, still stuck at 4.7ghz. I also noticed that when the computer boots up if I start any monitoring software quick enough I can actually see that the clock (5.0ghz) is actually working when windows starts, then within about 30 seconds it goes back down to 4.7ghz then stays there no matter what stress test or app I run.

 

(edit. I have turned off EIST, advance turbo boost, and the TVB Ratio Clipping. Still only goes to 4.7ghz nothing more.)

I was about to ask if this was an MSI board lol. This seems to be s common issue with their boards on certain windows releases, it also affected most of their X99 range with 1903.

 

In those cases they pushed a beta BIOS to fix it. Have you tried looking to see if there's a new BIOS?

Thanks for the reply! I just went through and updated to the most recent one. There dosen't seem to be a beta bios just yet. I went through and set it to Fixed frequency instead of dynamic and  it seems have gone back down to 4.7 again in all monitoring software. The problem is still there.

 

Any advice if somone has solved this issue would be greatly appreciated.

Did you check the power profile in control panel? It might be set to "Performance".

I swear I can't read properly today - totally missed that you can't get the clock OVER 4.7... My excuse it that it's too early and the caffeine hasn't taken effect 😜

hahah all good man, i would be a nutcase to not appreciate people trying to help me :D. Thanks so much for the reply, I have tried the different power profiles and they dont seem to make a difference in the max core speed i can get.

Do you have XTU installed? Does it start up with windows? 

Any motherboard OC software? Does it start up with windows?

Either of the 2 yes, disable, shut down, clear cmos/set OC, repost check.

Try QuickCpu utility to have better control over the windows power plan.

Also features frequency and boost scaling with core parking indexing and other useful gadgets.

Thanks for the reply, I don't have any software for overclocking. I do it all in the bios.

 

I think the micro coder was updated with the 2004 windows patch. I feel this is a very unusual issue. The cpu is locked at 4.7 max frequency on every core no matter what the overclock settings are. Ive checked each individual power plan to ensure its not limiting the cpu. There is no change on any power plan. 

 

I wonder if anyone managed to stop window interfering with the cpu clock speeds.

Hello everyone,

 

Anyone that has this issue and is hiding in the shadows, there is a solution. 

 

If you have dragon centre, uninstall it (it can affect CPU clock speed/voltage). Install Intel XTU, apply the overclock that it has pulled from the bios. Reset computer, uninstall XTU, reset computer. PROBLEM SOLVED!

 

Its some funky jamz going on around the new microcoder in windows 10 2004. All you need to do is tickle its .dll's and she wakes back up. Now ya choochin!
