GPU Problem Maybe?

I just finished my first build, updated BIOS and everything, but my screen will sometimes freeze, shows random pixels. (I used this monitor with no problems the past few days on my laptop).

My GPU logo light isn't coming on (Gigabyte Pro Gaming OC 2060) and the fans aren't turning as well.

Is this is an issue with the GPU? 

I already reseated the GPU and made sure the pins are all connected to my PSU.

Ryzen 5 3600, MSI b450 tomahawk max, Seasonic Focus GX 650, 16gb 3600 Mhz C16 Ram, I am on windows 10 Pro.

I have run stress tests to see if my GPU fan will turn on but it has not turned on.

what kind of temps are you getting? did you try msi afterburner to manually turn the fans on? if not then try that.

I am getting ~44 degrees celcius. The fans do turn on when I manually turn them on with MSI afterburner
