RTX 2080 in editing

so im editing from time to time in after effects and premiere pro

until now ive had an i5 3550 paired with a gtx 650 2GB

when i tried rendering something in AE at 1080p 60fps my pc couldn't handle it and the result was a laggy ass video at 1080p and like 20 fps

now, i replaced my old crappy gtx 650 with a 2080 i overclocked my i5 3550 from 3.3ghz base clock to 3.9ghz base clock and i also overclocked the ram from 1600mhz to 1866mhz (2x8gb sticks)

was it possible that i got stutters in the final rendered video because of the bottleneck that the gtx 650 "kindly provided"? it was a simple video with simple cuts, not with effects at all.

is it possible that now my pc with be able to render clips at least at 1080p 60fps cause of the extra gpu horse power, since theres nothing limiting my cpu (although it still has 4 cores 4 threads...)

just wanted to get your opinions guys.

If you have GPU acceleration of course the 2080s will be smoother.
