Variable Throttle Temperature!! Help!

My notebook thermal throttling limit temperature changes randomly when I restart my notebook. It is either 85C or 98C. Does somebody know what is the problem?

4 years.

have you cleaned it since then? and maybe replace your thermal paste?

Yes I have cleaned it 2-3 times till now and recently repasted it. I don't know how and why the PROCHOT temp changes on restart randomly.
