okay 

so i tried to Reinstall Windows and Fix it because i was smart enough to lose Admin Privileges. (im such a DUMB person) and wheni got to the Restore screen i pressed enter  but then i got the error code  0xc000000f, I have try to create a  media but that didnt work

On another computer, go to this website and download Microsoft's official utility. Follow the onscreen instructions ro create the bootable USB.

OR

 

You can follow the DVD instructions and download the ISO on your system. Then use Rufus to create the bootable USB.

Some people have had issues with the Microsoft tool when creating a bootable USB so this is also an option.
