Transparent window ability, Windows 10

Hello. 

I'm just looking for an app or something to make some part of my job easier on me.  Without going into details what I need is a program or app or some method that allows me to overlay 2 windows on Windows 10, make one of them transparent enough to see the window below it, and make an edit to one of them based on the second.  Whether this is making the top window transparent and editing it based on the window below or making the top window transparent and pinned on top and editing the lower window with some level of strikethrough.  One caveat though.

 

This is for use at my job on a windows 10 enterprise based system, so network security and safety is a big factor.  Currently part of my job involves making edits to something on one program based on an image or file of the same item from a separate program.  Currently the method we use is the "line them up and resize them to be as close to the same size as possible and alt-tab back and forth making edits and hope for the best" method.  Any help would be appreciated.
