Mouse and keyboard issue

My computers Mouse and keyboard do not work in windows. 

 

The mouse and keyboard work in bios and also work in linux.

 

I have tried to do a new install of windows 10 and when it gets to the main screen the keyboard and mouse no longer work. I have tried windows 10 1909 and windows 10 2004 from a usb drive. I have also tried to install windows over pxe with the same issue.

 

Ryzen 3700x

asrock x570 phantom 4 (bios version 2.60) Was reflashed just to make sure 

16gb gskill

rtx 2070

1tb nvme (tried in both slots)

 

(edit added info) i Just tried to plug in to the usb 2 header on the board and are having the same issue using that header as well

Try restarting PC immediately after boot it worked for me but in windows 7
