Every Game Stutters Even Minecraft

This was COD MW Remastered

I was recording it but even when I am not recording and just playing as is, it stutters. I tried lowering the graphics as much as I can. I even reduced the render resolution to 40% at the point it looked Smooth AF but still it stutter. 

 

Even in CSGO it stutters sometimes. 

I tried changing the Graphics in GTA V to Normal as that is the lowest, but it also sucked a lot. 

Even Minecraft sometimes stutters. Sometimes but not usually 

 

Whyyyyyyyyyyyyyyyyyyyyyyyyyyyyyyyyyyyyyyyyyyyyyyyyyyyyyyyyyyyyyyyyyyyyyyyyyyyyy?

Stutters can be caused by all sorts of things. Run task manager or any software that shows your CPU, GPU, and RAM usage
