It strikes me as unlikely at best.  The common culprit is software.

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

And the problem persisted through these changes?

Is any of the loaded software still the same?

 It being on both monitors wouldn’t imply anything unless the monitors were connected to different GPUs and it only happened on one.  Even then it might still be a software issue though it would mean it was related to the driver of that gpu.

i mean for the most part it should not 

are you getting bad fps ? 

maybe your referring to frame time ? 

specs ? and is it a bottleneck ?

No FPS are always over 144, haven’t tried older gpu drivers maybe that’s it. But I reset absolute everything in bios to windows. I got a 1070 8gb, i7 9700k, 8 gb ram and a gigabyte z390
