why do i feel like GPD would be better off using ryzen 4000 series mobile instead of Intel?

Because they would - Intel just has deeper pockets. It's why no Ryzen 4000 laptop has a 2070 or 2080 available

I've heard that the newest one used Ice Lake because AMD didn't give enough support when they encounter problems.

 

Of course this is also before we have Zen 2 APUs.

the performance would be insane for what they are and who they're targeted too

also im pretty that has to do with nvidia prob not wanting amd cpu to thrive

Intel has been longer and waaay stronger in the market and more experience in designing mobile CPUs 

also Intel has the foot in the OEMs doors

im pretty GPD has been on top of the cpu, gpu and tech news to know and they coulda chosen wisely or have alternative to it like GPD Win Max-A for amd

Industry is slow and there may be long running contracts 

als amd hasn’t been making good chips in the past

also not in the same numbers as intel 

 

they probably have their good reasons for choosing intel 

this can of course change in the future

Because intel pays them not to, just like last time when intel products were entirely irrelevant

Contracts yes, the other two no. Also there are hefty "discounts" (intel are giving away the CPUs for free ATM)
