no USB drive no install 

you could use an external drive

You need something to boot the windows installer from be that a usb, dvd, external hdd,.. So pretty much find someone with a computer that would let you create a bootable usb with the mediacreationtool from microsoft.

An external drive can be used, but unless it's blank it shouldn't be. The Windows Media Creation Tool will wipe the drive. You might be able to work around this by partitioning the drive and mounting the second partition as a new drive, but I suspect it would be more trouble than it's worth. See if a friend has a USB drive they aren't using, or you can use a DVD instead if you have a DVD reader/writer.

Oh wait you don't have a PC? You'll need one to create the installer. Ask a friend or if you've got a local library that's open you could try there.
