Issues getting best RAM speeds

I currently have a 3600x, Asrock B450 steel Legend and 16gb of Patriot Viper 3600mhz ram but I am having trouble getting the RAM speeds to stay above 2133mhz. The pc works totally fine as it is but I would like to get higher ram speeds. The problem is everytime I change any ram setting such as enabling the xmp profile or manually changing the volatage and speed, the PC will boot loop and reset the entire motherboard the next time I shutdown / reset and startup again. I have very limited knowledge when it comes to ram overclocking so if anyone knows what the score is then i'd love some help :)

Alright a couple of things 

Clear the cmos 

Update the bios 

Set the soc to 1.1 

Dram to 1.35 

Try 3200 and check if it works by using memtest86 and OCCT 

Then try 3600

Unfortunatly nothing has worked :(. Even using the ryzen dram calculator and inputing every setting manually didn't work.

Non of the things I listed worked ? 

Have you tried 3200 and soc at 1.1 and dram at 1.35 and then memtest86 and OCCT ?

Yup. I do all that, click save changes and exit, then the pc proceeds to turn off then on for about 2 seconds and repeats this cycle about 3 times, then boots into windows normally and when I go back into the bios every single setting is at default. With the deault ram settings at 2133mhz everything works as normal

Perhaps my RAM is simply not supported at those speeds?

No not really 

This is highly unlikely but check if it's on the QVL list 

Even tho it doesn't matter 99% of the cases

Try setting the ram ratio to 100:100 

Try 2400 then 2800 them 3000 and see if anyone of them works

I just tested and at 2400 I didn't get any boot loops. All is nomral so I'll push until it stop working. Can I ask what you mean by 100:100?

Try 100:100 and work your way up to 3000

Okay so It seems I can manage up to 3000mhz without and issues which is good. Anything after that and the boot loops occur. Also I can't seem to find any settings related to ratios.

Do you have any sort of over clock on the cpu (not including XFR )

Voltage is at 1.35 and I've put the cores to 4.3ghz

Get rid of any sort of OC ( not including XFR ) and try 

It could be ( key word could ) FCLK limitations which is rare on zen 2

This was happening even before I had any sort of OC so I don't think it's to do with that. 3000mhz is still better than 2133 so I think It's probably not worth the hassel of tweaking anymore. Thank you for your help anyway good sir :)
