Do you think I should for the new GPU to release or should I buy something like your build and upgrade later?

it's hard to say when and what is going to get released at this point

you'll always get behind on things over time, unfortunately... so in theory you'd always wait

it's not a bad idea to wait though, since prices have gone up during lockdown and could stabilize in the meantime, but this is again hard to say

Is there something I could or should upgrade that I could use on my new PC?

I mostly play WoW and when I load in the game, it takes a few seconds for everything to pop up. Like the characters load one by one. What could I upgrade to fix this? (My game is not on the SSD)

move your game over to the SSD and see if that helps. as for your current rig, you can upgrade it with a better GPU now, then wait for stock or new parts to arrive.

CPU: AMD Ryzen 5 5600X Heatsink: Gelid Phantom Black GPU: Palit RTX 3060 Ti Dual RAM: Corsair DDR4 2x8GB 3000Mhz mobo: Asus X570-P case: Fractal Design Define C PSU: Superflower Leadex Gold 650W

I'd reuse the following (where wanted)
- storage

- windows license

- monitors

- case

the psu is outdated by todays standards, 212 might be a bit underwhelming for a 10600k and the rest you should just upgrade over time imo

I tried moving it to my SSD just to see if it would fix this but it didn't. Loading time (to get into the game) was better but that's it. I had to move it back to my HDD because I only have 39g of space on my SSD with my game on it.
