computer does not want to turn off I click on shut down it does the animations and turns off but within a second later it turns back on like a fresh reboot, any idea on what to do here?

 

Google isn't helping as I've got fast boot turned off in Windows, bios and made sure in regedit, uninstalled programs I had recently installed, went into network settings to turn off allow device to wake the computer, went into the recovery menu to try and shut it down that way and didn't work also tried putting in the windows install usb to get it to shut down before windows loaded in but that didn't even work, I haven't changed any settings anywhere before it started happening, besides pushing the power button to turn it off(if that would even work) what can I do?

Shooting in the dark here but maybe the power button might be stuck or there is a short in the wires between the power button and the MB connectors.

had made a post in a facebook group and they suggested to turn it off at the wall when shutting down, leave it off for 30 seconds then trying again and that worked, upon turning the computer back on i was able to safely shut down and power off the computer completely, now to figure out why the issue happened in the first place, thinking maybe excess charge built up and caused it to reboot so grounding problem maybe?

Usually it's a program that hangs the shutdown process. Don't worry about it, likely it was the reboot that fixed it.
