I’m having this vibrating noise and I can’t figure out wtf it is, the cpu is saggin a decent amount and when I lift the far back up it gets a bit better,  but doesn’t stop, this only happens at higher fan rpm.

Stop each fan individually with your finger on the middle part (or the blades if you like to live dangerously). Should isolate which one is making the noise.

Turns out to be the middle fan, can’t figure out what the noise is coming from, just gonna reflash stock bios and rma.

honestly kinda disappointed, second xfx product in a row I’ve received thats been faulty, first my rx 580 had an HDMI port failure, now my 5700 fan is rubbing and making noises

Try remounting the fan, if it doesn't fix it then i suggest you RMA it or get a replacement fan.
