So, I got a new build this week:

R5 3600X

ASRock b450m steel legend

Corsair 16GB RGB 3200mhz

Sapphire RX 580 8gb

Cooler Master SILENCIO S400

Corsair CXM 550 W 80+ Bronze

I've installed everything correctly and it won't post. The motherboard RGB lights up when powered, but Everytime I turn the system on, the cpu fan spins briefly and stops. I tried every trick that I know of, even techniques used in the 2000s, but it's not posting at all. Is it something in the bios? And I stupid? Is there an issue with the wattage? In any case, I'm stumped.

Probably just have to return/exchange the motherboard.

it might not actually have the updated bios it needs.

only thing I can think of. Assuming the DDR4 isn't just slightly loose or something, or some other connector.

I edit my posts a lot, Twitter is @LordStreetguru just don't ask PC questions there mostly...

Spoiler

What is your budget/country for your new PC?

what monitor resolution/refresh rate?

What games or other software do you need to run?

The mobo is fine, only thing I haven't done is update the bios. But that by itself I have no clue of doing. Ram is sitting perfectly as well.

You would need to borrow a CPU that can make the motherboard boot to check the bios yourself.

How would I go about doing that?

You can try to get an AMD boot kit, or maybe a local PC shop will have a spare ryzen CPU lying around.
