PC stuck in motherboard menu after booting

So I was using my computer regularly and I noticed I wasnt connected to the internet. I checked the ethernet cable was plugged in and it seemed to be working fine yet I still wasnt connected to the internet. I decided to restart and my PC got stuck at the motherboard menu screen (the one that appears after booting and right before the windows logo appears). I've tried entering bios and the boot menu but it just refuses to respond. I even tried booting with the CMOS battery removed but I get the same issue. Are there any solutions?

SOLVED: I unplugged everything from the PC besides the display port and power connector. I held down the power button for 30 seconds and rebooted and I got this screen:
