To be perfectly honest, 160FPS sounds about right for a stock 3570K in CS:GO.

With weaker settings and in this mode, FPS must be much bigger 
played with I7 2600, with same configuration --had much better performance about 230-260 fps

The 2600 is a 4C/8T part, whereas the 3570K is a 4C/4T. The slightly better IPC of Ivy Bridge won't make up for the lack of hyper-threading, particularly since you're running it at stock speeds.

Also, generally, regardless of settings you'll still be CPU bound in CS:GO.
