Stuttering with new GPU

I just installed a new Radeon RX 5600XT paired with a Core i7-6700 (non-K) 3.4GHz. I used display driver uninstaller to uninstall my old NVIDIA drivers and then installed the new ones for AMD, then after that I installed the newer vBIOS specifically for the RX 5600XT. On the first few days the GPU was working fine, but after playing some heavy games there was suddenly a stuttering problem. It wasn't the insane hitching type of stutter but a small, noticeable type of stutter that can annoy me during gameplay. It is most noticeable if I move the camera fast but it will still stutter in regular gameplay. For some reason the FPS counter in MSI Afterburner doesn't pick it up and stays at 60FPS like normal but once I turned on the 1% low monitoring I can clearly see there is a problem.

I have only tested two games and the stuttering issue is present in both (RDR2 and GTA V) so I assume it will affect all of my games. I also turned on core clock and memory clock monitoring in Afterburner but there was no issue. The maximum core clock frequency drop during gameplay was 100MHz, seems pretty normal. I also went into the Radeon Adrenaline settings and tried both overclocking and undervolting my GPU but there was no effect.

I don't know what the issue is, I'm kind of a beginner at PC hardware. Maybe I got a faulty card by chance or is it because my old CPU is bottlenecked? Or maybe it's because the ASUS version is factory overclocked? Should I get a replacement from Amazon or should I just say it's broken and get the full refund then buy another card (perhaps not AMD)? I have been using NVIDIA ever since I got my first PC and have had no issues with their cards at all, this is the first time I am trying out AMD and so far not satisfied.
