ryzen boosting for no reason

I installed the ryzen chipset drivers, turned on the power plan and now it is always running at 4.3 ghz (even idle) So i uninstalled the chipset drivers and switched back to the balanced plan and it hasnt changed back, its still loud and hot, if i dont want my ears to fall off I have to go into power saver mode, does anyone have a fix?
