Why IS this happening...

I had huge temperature issues in the past (stable 95°C on CPU while gaming), but then  this happened. For some reason changing max processor state (in advanced power options of high performance power profile) to 99% instead of the default 100% suddenly drops my temps to 70°C from 95°C. And no, performance does not decrease at all. And yes, temps are at a stable 70 even after hours of gaming. And yes, I'm hella confused right now.
