Unlikely, phone cable usually only has two or four pairs (and the socket only uses two), ethernet uses eight.  Phone cable is also often not twisted pair, especially in the house.

 

There are adapters to send DSL over phone wiring but they aren't cheap and AFAIK limited to 100Mbit.  You'd also want to make sure this signal doesn't go out the incoming phone line.
