That’s definitely a 212evo fan clip.  An old fashioned plastic one.  Be careful with it they’re fragile and expensive.  Use the screws.  Do not attempt to unclip it.  It looks like it should work but it doesn’t. 
 

The 212 evo cooler is really really old.  I’ve got one on a q6650 machine from the early 2000’s. It’s stayed around because it works well and has a generic mounting system and they keep making adaptors for it so it can fit new stuff.  It seems really likely that what you need is an adaptor kit that fits what you want to attach it to.  The manufacturer sells them by mail.

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

As a 212 EVO owner i can safely say that's not a 212 EVO,

The 212 EVO has 4 heatpipes,but the cooler you have has 3.

It does look like a Cooler Master product but that's it.

This is true.  Might be a tx3. Iirc at one point the tx3 used the evo212 fan clip system.  It was long long ago.

 

In either case this thing was misrepresented to you.  

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.
