Ever since i bought my current phone (Moto Z3 Play), i've had two major USB issues: After unplugging the phone from the USB (2.0) port the phone still thinks it's connected and has to be restarted in order for it to become normal again; if the phone gets connected to any of the USB 3.0 ports, it just doesn't do data, and only charges it (slowly).

I don't think this is a hardware failure, as none of the problems occur on computers other than my main rig, could it be a driver issue?

PS: Currently using a GA-78LMT-USB3 R6 as my motherboard with a VIA USB 3.0 controller, and i am running the latest version of Android on my phone, and the latest Windows 10 on my PC.

Have you tried cleaning out your USB port? It's mind blowing the amount of lint that gets compressed in there.

As for the other issue, when you plug your phone into your computer, you should get a popup on your desktop or phone asking if you allow that PC to access files, etc, or just charge. If I'm not mistaken.

Thanks for the cleaning tip, tho i already tried that once before. This popup does appear, but only when plugged into the USB 2.0 port, once i plug it into the 3.0 port, it's as if the phone doesn't know it's plugged into a PC but rather a puny charger.

I have an iPhone so I never plug it in, but could you have a cable that doesn't support USB 3.0?

My cable is a USB 2.0, the only reason i am trying to use the 3.0 port is more of a convenience factor, as my USB 2.0 ports are all used up, and i have to always sacrifice some peripheral to plug my phone in for data transfer.
