Hey, this is my first post on these forums but I have lurked before due to how helpful they are, alas I am having issues and can't find help in threads so far.

 

I have just built a new machine as a workstation for myself, however I'm having thermal spikes and sometimes lag moving my cursor around. I'm also never reaching my cpu boost clock of 4.7ghz, it's usually between 3.8 and 4.2. 

my cpu temps idle at 60-70 degrees, but I have never, even at 100% load seen it spike beyond that(despite it being laggy when at 100% load, from blender render), but at the same time, at maximum fan speed, I never drop below 50 degrees Idle, on full load it's around 70-80 according to my monitor.

 

I gave Tekken 7 a try for over an hour and it seemed to play fine, and its fps counter never dropped below 60, (capped at 60 since it's a fighting game). However very weirdly my PC required a restart after closing the application, or alt tabbing from it, (mouse can move around but clicking on anything didn't work). This happened twice that I tried it. 

 

Essentially I feel there must be some issue with my CPU, or my AiO being able to transfer heat properly --> I have tried re-applying thermal compound to no avail.

I have my radiator mounted to the top of the case in exhaust mode (I know that it's better for temps as an intake from the front however I don't think it should be causing me problems like this).

3 140mm Fans in intake on the front, and one 140mm exhaust back. So the airflow is balanced, and cable management is clean.

I've also installed all new drivers, updated the BIOS, tried plugging into the CPU_fan header instead of the AiO header.  

 

It goes for about 10 seconds silent and then 5 seconds or ramp up, constantly. 

 

My Specs are: 

Case: NZXT H710i

CPU: AMD Ryzen 9 3950x

RAM: 48gb 3200mhz Vengence Corsair (2 sticks 32 gb is PRO rgb version and 16gb 2 sticks is standard no rgb version)

GPU: GTX 1080ti MSI Lightning Z (not a blower style, has 3 fans)

Motherboard: Asus ROG CROSSHAIR VIII HERO WiFi

M.2: Seagate Firecuda 520 2tb

AiO: 360mm ROG Ryujin with 3 x Noctua industrial 120mm

Cooling: 

3 x case fans 140mm front intake

1 x case fan 140mm back exhaust

Thermal compound: Arctic MX4

PSU: Be-Quiet Dark Power Pro 11 750w Platinum

 

Really appreciate any feedback on how I can fix it, the whirring is driving me insane. I'm testing it now doing some normal work to see if I suffer any major issues but there's been enough hiccups for me to wonder.

I have another machine from my work that has the 3900x paired with a 240mm radiator, and a 2080, intake and exhaust configured exactly like mine except with 2x fans instead of 3x fans so it has less cooling potential. I know it has 4 cores less however but surely, I shouldn't be suffering like this.

I'm not sure where you picked up that It's not a fresh copy of Windows.

I did mention it was a New Build, not a 'replaced hardware'. i.e from Scratch. Everything is New (except the graphics card).

So yes it is a fresh copy of windows.

You should track temperatures in game and under load. Idling at 60-70C isn't exactly good news. Your radiator may have a dead pump. Also make sure that all the cables for the AIO are connected and that they are connected properly.

I never thought about possibility of a dead pump.

This could make sense, because I played with the fan curves, and this particular AiO has a mini fan ontop of the CPU, I've set that to only kick in at 75celcius and it still keeps whirring every 10 seconds. So that might actually be the only thing actively cooling this CPU. Without it maybe I'd overheat completely.

 

I played about 1 hour of Shadow of Mordor at 4k ultra, and it peaked at 78 degrees.

Looking into seeing it this is a dead pump.. my Motherboard does show an RPM for the AiO pump so I would assume it's not broken. 

I might just take it apart and put it back together with the radiator on front instead on intake and exhaust from the top and see if that solves my issues.
