Before i begin here are my specs- stock radeon 7990, i74770k @ 4.5 ghz, 8 gb of 1866 ram, 2 tb blue wd hd, 1200 w psu, asus 144 hz 1 ms monitor, deathadder 2013, 

i got this pc from cyber power pc for 2500 $, and ive played many games, and when i compare the fps to other systems it just seems too low. in black ops 2 multiplayer i get 120 on ultra, natural selection 2 i get 90 on ultra, cod ghost i get 40 on ultra, but i know that game isn't optomized, 100 fps on minecraft wiht normal render distance, and on crysis 3 ultra i get around 40 fps as well.  i have the 14.1 beta drivers for the 7990, and i tried the driver before that, but it didn't make a difference.  honestly i don't know of any other drivers im suppoosed to get but the gpu driver, i searched but didn't see anything.  i used the overdriver funtion in the driver, but that only gave me like 5 more fps, i also forgot to mention that i am on windows 8.1 permanently so i can't go back to 8.  i was searching around and people were saying that windows 8.1 causes mouse issues, and this is my last issue.  in the games where the game dosn't use raw input from the mouse i get a whole bunch of negative acceleration, and stuttering.  i used the markc fix, but that didn't help.  this happens for games like cod, and minecraft.  one time when i move my mouse it will move fast and the next time i t will feel like my sensitivty is really low.  if anyone has any tips or help they could give i would really appreciate it, thanks.

Ok sooo as of now DUAL GPU set up (technicaly your gpu is classified as a crossfire card) has performance issues on some games due to driver optimizations, game optimizations and so much more things under the sun. 

 

Some games don't scale as well on crossfire or SLI and that is reality. 

 

One of the things I dont like with AMD cards is that you dont get updates as often as Nvidia cards does so you have to constantly check drivers on AMD's site. 

 

Also have you tried mining? I suggest you try mining DOGE COINS! :D TO THE MOON!

Did you perform a clean install for the 14.1? Many have encountered problem because they'd simply install Cat14.1 B1.6 over their old driver, Cat14.1 B1.6 is VERY finicky about install, you'd have to uninstall your previous driver, restart, run Driver Sweeper to clean out your registry of whatever remains of your previous driver, reboot, install the Cat14.1 and reboot....then test.

I have no idea on how to reply to people directly but the temps are fine at around 55 degrees celcious, I did do a clean install and then right away instal the 14.1 driver, as well as just simply restoring my pc tto factory settings.  One thng that im thinking about is how I bought this pc with water cooling.  I see the loop in the case, but what if its not on?  I never put water in it, would cyber power do this for me?

there is a crossfirex option in the driver, but when I enable it there isn't any extra perfomrnace, and for the mining thing I feel like I could, but it would just be a lot of work to figure out what im doing.  mining could be really easy for all I know, but that's something that I would really have to make sure nothing "bad" can happen with my system.  I was actually thinking about selling the 7990, that's around 1200 $ for like 700$ sense its used now, and getting a 780 ti, because its a core single gpu, and I have n't heard of any bad micro stuttering with it or other issues, would that be smart to swithc, or should I just keep my system how it is?  im dyslexic srry for the typing erors if there are any, and thanks for the help:)

Just enable the crossfirex option on the driver either way. In terms of extra performance just because of that, it may not be super noticeable but there is somewhere some how. :))

Now when it comes to mining, depending on what you want to mine (forget bit and lite coins srsly), its as simple as getting a few programs and setting them up. The worst thing that can happen to your PC is that it overheats but that is highly unlikely since you said you have a water cooling loop. :P

 

As far as I'm concerned you dont really have a good reason to sell that 7990. The micro sturring is caused by the Dual Gpu core of the card is is really currently unavoidable, but switching to the 780ti right now is not really a good deal. I suggest to wait for the Flagship of the 800 series codenamed Maxwell from Nvidia if you reall wanna switch out cards.

ya, I tkni I will wait for the new NVidia cards, most lickely they won't be a dual gpu solution like the 7990  so id assume the game developers can fix the issues and better optimize for a single core gpu more easily.  im gonna acheck out the tutoirail, but can I use that cryptocurrency to buy things say of origin, steam, or amazon?

Either way if you have a butt ton of coins you can sell them at some point!
