Draws 400 watts under max load, for reference.

Budget? Do you already have RAM, or do you need that as well?

The 8700K yes but it's over 2 years old at this point and it's hard to find and/or overpriced, and the 2700X makes 0 sense for gaming especially since Ryzen 3000 launched.

It depends. Do you need it for gaming or for development.

 

It even depends which games you're playing.

But I think the i5-9600 would fit very well.

For the Motherboard you just need to find one with the right socket and right chipset.

The i9-9900K seems overkill for an 1070. There is no i9-990K o.O
