Budget (including currency): +/- $1000 Total system.

Country: USA

Games, programs or workloads that it will be used for: Mostly After Effects with some Premier and Photoshop.

Other details: Main questions is what should be my target GPU for this build?

At me or quote me, I want to hear your opinion.

Hopefully anything I say is factually correct. Sorry for any mistakes in advanced.

Well depending what you've currently got. I mean if you have a good setup an RTX 2080 Super would be a good spot.

is the $1000 for the whole build or for GPU only? after effects is mostly CPU dependent, so I'd invest most of the budget in a cpu and any 6-8GB vram GPU should do.

Should have clarified. $1000 for the complete system.

in that case, i'd try to squeeze in a r9 3900x and see what's left for the gpu.

Yeah I thought of this, I guess there is no use for something like a quadro.
