Mouse keeps loading during games

While I am playing games my mouse suddenly appears with a loading sign next to it. It happens periodically and i have to click top get back into the game. It kind of like if i had clicked on my other monitor. This suck while playing with a controller because the inputs stop going through until I click on the game with the mouse again.

Seems like you have some program running that tries to put itself in the foreground?
