Using the old XTUCLi I was unable to overclock therefore disproving the chance.

Using SetFSB I can force my frequency on a locked chip to 2.2 GHz from 2.13 GHz. Then I restart with Intel XTU installed and setup to start up with system. Then it keeps my settings if I make a profile it shows the SetFSB edited speed 2.2 GHz. So it maybe possible to edit the profiles and oc a locked CPU with only Intel XTU.
