No output display and IO devices not powered

Was using my computer this morning until it froze when the load was slightly increased(watching videos and running Android emulators). After trying to power cycle and booting, my display received no input and my IO devices seemed to not be powered still. So I tried to remove my PSU and cleaned it to try and see if my PSU was the problem, booted it and everything seemed to work fine after a 30 minute AIDA64 FPU stability test. Rebooted it once more to try and do a stability test on my GPU and it froze once again to be in the same state as it was at the start. Any advice?

Asus X370 Pro
Ryzen 1700
Coolermaster V650
Sapphire Nitro+ RX 480 4GB
Corsair Vengeance 16GB 3200Mhz

 

Edit: Managed to past 2 hours in a AIDA64 GPU stability test, but my computer crashed half an hour into a game I tried to play

did you overclocked? f so, try stock settings.

 

this seems like a gpu issue. would suggest try another one or grab a apu if possible.
