Which is better if you dont plan on oc at all,the X570 or B450?

If you don't plan to overclock any will do, B450 is usually the cheaper chipset.

BUT if you can snag any of the X570 boards at close to higher-end B450 price levels (e.g. ~$150 or below), that won't be too bad either.

if AMD boards keeps going out of stock should i wait until more are in or just give in and buy an intel mobo?

If you buy an Intel motherboard, then you aren't going to use an AMD Ryzen CPU then...

Anything Ryzen 3600X+ worthy, are you looking at a i5-9500 / i5-9600, or i7-9700 range.

If you are looking at anything below those, like the i5-9400F, might as well get a Ryzen 3300X.

They all support Ryzen 3600X.

Any AMD A320 / B350 / X370 / B450 / X470 / X570 will.

And socket AM4 motherboard will, technically.

 

Though, it is recommend that you get a 400-series or 500-series board, as 300-series is most likely old remaining stock.

It might / will not work with Ryzen 3000-series out-of-the-box.

ik i cant use an AMD CPU in a intel motherboard om just tired of about to buy the one ive wanted and its no longer for sale, it has happened 7 times so far lol!!!!!!
