No. You can overclock the cheaper one to match the 1845 mhz. But 15 mhz isn't noticeable anyway.

Is this a RTX 2080 vs RTX 2080 Super?

 

If both the same GPU, the extra 15 MHz is NOT worth 30€.

The card will most likely automatically boost / self-overclock pass that.

You can do the MINOR 15 MHz overclock yourself.

You won't even notice the extra 15 MHz in games, it will be maybe 1 ~ 2 FPS difference.
