If it's just the CPU you might get away with custom at max budget.  You just won't be getting the best of anything and if that's the case you may be better off with a much cheaper AIO.

I'd recommend pricing out a custom loop and seeing if it's what you are comfortable spending.  And if not then go with an AIO.  

 

Custom loop including: radiator ~ $120, water block ~ $100, pump and reservoir ~ $125, tubing ~ $?, fittings ~ $not as cheap as you'd think, fans ~ $60.
