Second Pcie slot doesnt work? Only without riser cable?

Hi!

 

This is super strange. My riser cable only works in the first pci-e slot which is not surprising because the second pci-e slot only runs at x4. BUT if I connect my graphics card directly to the second slot it works just fine. My motherboard is the Aus ROG strix b-450 f Gaming. Ist there any way I can use the second pci-e slot with a riser cable? Why does it work work without it?
