Freezing Screen with dot

I got this problem where every time i start to play a game, my pc screen freeze and this dot starting to show up, sometimes it just close the game but sometimes it restart my pc. What is it? And how can i fix it? 
 

i use

Nvdia 1080Ti 

i7 

16Gb ram

Artifacting is usually related to dying GPU. Could be too heavy OC, could be overheating. But since its that bad, might be whole card dying. On some occasions even display cable could cause this issue, but I would start by checking GPU first.

And if it’s the GPU, is there something that I could do about it? Or that’s it bye bye GPU?

If its not OC or overheating, then its time for RMA or new GPU. Overheating can be fixed by changing thermal paste or undervolting.

Hey, i just found out that my gpu fans is not working, could it be the problem?

If GPU is overheating, yes. Many GPUs have 0rpm mode for under 60C temps, so don't mix them up.
