something weird is happening...

so im using an Aorus RTX 2060 super, and only one of my HDMI ports is working. Im using two monitors and my second just says "no signal found". so i reboot the PC and then both monitors start working. ive changed around the HDMI cables and whatnot and theres nothing wrong with them. So if i want to use both monitors I need to boot the PC, then reboot. Any ideas why it could be doing this??? all of my drivers are up to date and ive even reinstalled the driver updates.
