Help with disorienting graphics

Hey peoples

 

I have Google Drive link below that illustrates my issue best. Basically the textures in most games "tense up" when moving the camera around. I have tried adjusting tons of graphics settings but nothing addresses the problem! My GPU is an MSI 2070 Super and my monitor is an Acer Predator Z1 (Z321QU). I can run most things at high or ultra high settings and motion blur is always off.
