I have a second streaming pc with 8gb of ram paired with a 2700x and a 1070 ti for streaming would x264 or nvenc better for it?

Why? Doesn’t x264 use cpu I have a 8 core ryzen cpu why would it be better to use nvenc?

Because NVENC is a seperate processing chip on the GPU. You paid for that chip on the GPU so I don't see why you shouldn't use it. You can get x264 on any CPU.

It’s not a rtx card so should I use nvenc old or new?

Use the new one. 10 series cards also got a new version of the encoder that helps a lot.

 

The big difference is x264 is software encoding, and NVENC is hardware encoding. As for why you should use that over the CPU (x264, or HEVC/x265) is because it has nearly no impact on gaming performance, whereas the CPU encoder could use up to all 8 cores (or 16 threads) to encode the video, and that would impact your gameplay. It is possible to set the program to only use so many cores/threads, but that's a whole 'nother other deal.
