Random freezes

Hey there, lately i am getting LOADS of freezes on my computer, in my browser, games, mail and basically in every single app on my computer. I never had anything like this on my computer and i don't know why this is happening. Every minute my screen just freezes for a couple seconds. Especially in games this is really annoying. Does anyone have a solution?

 

My specs are: i5 4760, GTX 1060 3gb, 8gb of DDR3 memory, a SSD and a harddrive.

Lag spikes are a specific thing, and the term is often misused here, so please forgive me, but additional clarification is needed.  Lag spikes are not temporary freezes, or sudden unresponsive behavior, though a lag spike can cause those things it’s not the only thing that can.  
 

Lag spikes are periodic temporary pauses of network activity.

I don't think so, even if i am offline i am still getting tomporary freezes. The freezes mean that i can not move my cursor. In browser games like krunker.io the first person character stops responding 2 mouse movement and if you where walking before the freeze it just keeps on walking automatically and the other players still move normally on my screen.
