Instead of using a second monitor, I have a hdmi capture card I will use to display the screen on my PC.

That didn't actually make it clearer, but OBS is probably good starting point. Usually capture cards etc. have their own software too. Win10 has Camera app, but I don't know if it would recognize capture card as input.
