Need help installing Windows 8.1 on a Linux pc

I recently bought a retail copy of Windows 8.1 and wanted to install it on a PC that was running Linux but the disc drive doesn't work. I spoke with Microsoft and they told me where I can download the ISO to a usb but the usb won't boot for some odd reason. I have tried everything I could think of including formatting the hard drive but now I get a grub recovery error whenever I start the drive. I know there should be nothing the drive which is why I'm confused about the grub error. I have a plan but am not sure if it would work or be the best option. The plan goes as such, I take the hard drive and disc to a friends house and put them into his PC and use his computer to download the OS onto my hard drive then take the drive back to my PC and plug it in. I feel like that would work and can't think of a reason why it wouldn't but I would like some advise on the matter. Thanks!
