Tariffs.

And, unfortunately, most companies import to Canada via the U.S., so even though there are no tariffs on Chinese goods for Canada, the products still get dinged.

Not a top of the line PSU but for your build it's plenty and wont give you any problems:

If you have some more money to spend on a bit higher quality PSU:

spend the money and get yourself a nice Corsair HX850i or something. I may be biased because I'm using one, but it comes with a 10 year warranty and I've been using it every day for 6 years with 0 problems. I fully expect it to last 10-15 years or more.

Would spend the money, but HX850i would be super overkill for my build. I get that we may have to future proof somehow but I dont think id ever get to the point id need 850w xD

I'd go with a 500-550w psu as the bare minimum...450w MAY work, but IMO, you're going to have problems. Rx 5700xt gpus draw a lot of wattage. Evga psus are pretty low tiered but will work if you get one with the proper wattage. I'm using a 500w evga bronze psu with a ryzen 1600af and rx 5700 (non xt) I'm sure I'm right at the limit of the psu capabilities.
