Laptop overheating weirdly

my laptop CPU heats more in game than under Prime 95 for minutes. Another weird example is how if i stay in the valorant menu for 10 minutes temps will rise up until thermal throttle (95+) and its around 50% usage  , but while in a match ( all maxed) i get an average from 80 degrees. What the hell is wrong with that game menu ?

Maybe somewhat dried up thermal paste? like heat is not readily transferred cuz the heat is not being sucked out from the source out to the exhaust fans.. like how in game menus, your fans might not spin as much cuz of the relatively light load but unlike in game/stress test, the fans ramp up as it gets more demanding.. tho i might be wrong cuz im pretty sure most fan profiles are dictated by heat and not what's demanding.

Often laptops will more aggressively throttle themselves under an all core load, thus leading to them having a lower temperature than under a lower load, like a game menu.
